U.S. Government Takes Stand on Domain Registration

The Clinton administration has finally made public the long awaited report on how they would privatize and expand the domain name system. The report stated that the Internet Assigned Numbers Authority (IANA) would continue to control IP addresses, root-server, and addressing protocols as a new non-profit organization. IANA staff would continue their employment in the new organization. To introduce competition into the domain registration industry, the process would be broken into two layers. The Domain Registries would maintain the databases for top-level domains, but Domain Registrars would actually sell the domain registration services and set up domain names.
